Here\u2019s a quick breakdown of the progression:<\/span><b><\/b><\/p>\n<ul>\n<li><b>2019:<\/b> <a href=\"https:\/\/legiscan.com\/TX\/bill\/HB1325\/2019\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">House Bill 1325 passed<\/span><\/a><span style=\"font-weight: 400\">, providing a pathway for a regulated hemp industry. Texas Lieutenant Governor Dan Patrick was one of the biggest proponents of the bill, often pointing out his safety concerns for children.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">&#8220;Dangerously, retailers exploited the agriculture law to sell life-threatening, unregulated forms of THC to the public and made them easily accessible. These stores not only sold to adults, but they targeted Texas children and exposed them to dangerous levels of THC,\u201d <\/span><a href=\"https:\/\/www.cbsnews.com\/texas\/news\/texas-lt-gov-patrick-supports-thc-sales-ban\/#:~:text=Dangerously%2C%20retailers%20exploited%20the%20agriculture%20law%20to%20sell%20life%2Dthreatening%2C%20unregulated%20forms%20of%20THC%20to%20the%20public%20and%20made%20them%20easily%20accessible%2C%22%20Patrick%20said%20in%20a%20statement.%20%22These%20stores%20not%20only%20sold%20to%20adults%2C%20but%20they%20targeted%20Texas%20children%20and%20exposed%20them%20to%20dangerous%20levels%20of%20THC.\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">Patrick said in a statement<\/span><\/a><span style=\"font-weight: 400\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Allen police chief Steve Dye was also vocal about his support for the bill. Dye has a <\/span><a href=\"https:\/\/www.dallasobserver.com\/news\/allen-police-dea-conduct-more-thc-raids-in-north-texas-22523777#:~:text=Until%20then%2C%20Allen%20Police%20Chief%20Steve%20Dye%20continues%20to%20conduct%20raids%20to%20seize%20illegally%20potent%20products%2C%20anything%20higher%20than%20the%200.3%25%20concentration%20limit.\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">record of conducting Drug Enforcement Administration (DEA)-assisted raids of those selling unlicensed, intoxicating cannabis products. <\/span><\/a><span style=\"font-weight: 400\">The chief had previously referred to hemp products as a \u201cplague.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">Despite support in the Senate and House, those opposing the legislation came out victorious in this fight.\u00a0<\/span><\/p>\n<p style=\"text-align: center\"><strong>READ: <a class=\"sc-ciFRQG jVdmlA\" href=\"https:\/\/www.veriheal.com\/blog\/texas-hemp-thc-ban\/\" target=\"_blank\" rel=\"noopener\">Will Texas Ban Hemp Products?<\/a><\/strong><\/p>\n<h2><b>Opposition to SB3 Was High\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">THBC published a press release in June <\/span><a href=\"https:\/\/www.globenewswire.com\/news-release\/2025\/06\/18\/3101937\/0\/en\/Texas-Hemp-Advocates-Nearing-150-000-Signatures-Urging-Governor-Abbott-to-Veto-SB-3.html#:~:text=The%20surge%20in,alternative%20to%20opioids.\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">highlighting republican opposition to SB3<\/span><\/a><span style=\"font-weight: 400\">. The release stated the following:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">\u201cMore than two-thirds of Republican primary voters (72%) believe military veterans should be able to access THC products as an alternative to opioids.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">53% of Republican primary voters believe a ban will create opportunities for drug cartels.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">\u00a055% of Republican primary voters believe a ban will increase black market sales.\u201d<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400\">They also released poll data showing that 47% of Texas republican primary voters opposed the hemp ban, while only 37% supported it. The governor of the state of Texas wants to legalize recreational marijuana in Texas.&#8221;\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Senator Charles Schwertner agreed, <\/span><a href=\"https:\/\/thetexan.news\/issues\/social-issues-life-family\/texas-lawmakers-hemp-industry-react-to-abbotts-thc-ban-veto\/article_78c08c07-39f4-4d76-8454-52c6b810330a.html#:~:text=Sen.%20Charles%20Schwertner%20(R%2DGeorgetown)%C2%A0said%C2%A0the%20veto%20%E2%80%9Cwas%20the%20wrong%20decision%2C%E2%80%9D%20and%20Rep.%20Tom%20Oliverson%20(R%2DCypress)%C2%A0said%C2%A0he%20was%20%E2%80%9Cdisappointed%E2%80%A6%20but%20will%20work%20in%20good%20faith%20on%20a%20solution.%E2%80%9D%C2%A0\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">saying the veto <\/span><\/a><span style=\"font-weight: 400\">\u201cwas the wrong decision.\u201d State Rep Tom Oliverson echoed the sentiments and said he was disappointed, but told reporters they\u2019d work together in good faith to find a solution.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Hemp-based business owners, such as J Heart CBD store manager Lizzie Taylor, <\/span><a href=\"https:\/\/www.fox7austin.com\/news\/cedar-park-hemp-business-reacts-abbotts-veto-sb-3#:~:text=%22Last%20night%2C%20my%20coworker%20and%20I%20started%20screaming.%20We%20were%20so%20excited%20to%20have%20that%20happen%20that%20changed%20our%20lives%20because%20our%20trajectory%20wasn%27t.%20We%27re%20going%20to%20lose%20our%20job%20and%20have%20to%20go%20find%20another%20job%2C%22%20said%20Lizzie%20Taylor%2C%20Store%20Manager%2C%20J%20Heart%20CBD%20Cedar%20Park.\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">shared their excitement about the news with reporters<\/span><\/a><span style=\"font-weight: 400\">. &#8220;Last night, my coworker and I started screaming. We were so excited to have that happen that changed our lives because our trajectory wasn&#8217;t. We&#8217;re going to lose our jobs and have to go find another job,&#8221; said Lizzie Taylor, Store Manager, J Heart CBD Cedar Park.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The THBC, who vehemently opposed the legislation, celebrated <\/span><a href=\"https:\/\/www.texastribune.org\/2025\/06\/22\/texas-thc-ban-bill-greg-abbott-veto-senate-bill-3\/#:~:text=The%20governor%20%E2%80%9Chas%20shown%20the%20people%20of%20Texas%20who%20he%20works%20for%20%E2%80%94%20proving%20that%20truth%2C%20freedom%20and%20the%20voices%20of%20Texans%20still%20matter%2C%E2%80%9D%20the%20Texas%20Hemp%20Business%20Council%20posted%20on%20social%20media%2C%20cheering%20the%20veto.%20%E2%80%9CGovernor%20Abbott%20showed%20real%20leadership%20today.%20Texas%20is%20stronger%20for%20it.%E2%80%9D\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">by saying <\/span><\/a><span style=\"font-weight: 400\">the veto proved that \u201ctruth, freedom, and the invoices of Texans still matter.\u201d<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><b>Looking Ahead<\/b><\/h2>\n<p><span style=\"font-weight: 400\">Texans and those watching closely are not off the rollercoaster just yet.
