Some states allow certain conditions, while others simply don\u2019t. The only real standards nationwide include consultation and approval from a licensed health professional, but even those requirements have changed over the last few years.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Telemedicine grew slowly before COVID-19. <\/span><a href=\"https:\/\/www.veriheal.com\/blog\/veriheal-cannabis-journey\/\"><span style=\"font-weight: 400;\">Veriheal started in the telehealth MMJ evaluation space<\/span><\/a><span style=\"font-weight: 400;\"> back in 2017, but the pandemic quickly accelerated its expansion. The company emerged as a leader in online medical marijuana evaluations in states that allow for it; other states are still warming up to the idea.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><b>Quick Recap: COVID-19 and the Rise of Telehealth MMJ Marijuana Evaluations<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">COVID-19 halted in-person care, but telehealth quickly filled the gap nationwide. States that previously resisted the idea of virtual doctor\u2019s appointments quickly moved to pass laws for telemedicine in the best interests of their constituents, especially during long periods of sheltering-in-place.\u00a0\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Patients started logging into virtual health platforms on their laptops and cell phones instead of putting themselves and others at risk of contracting and spreading the virus. Doctors evaluated, diagnosed, and recommended treatments online, including medical marijuana (deemed an essential service). This potential is especially true for telehealth medical marijuana appointments, where a qualifying condition is needed to obtain a medical marijuana card.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Patients can chill at home in the comfort of their couch without having to drive to a doctor\u2019s office or sit uncomfortably in a waiting room \u2014 two major hindrances to patients already dealing with pain and disabilities. <\/span><a href=\"https:\/\/www.veriheal.com\/find-a-medical-marijuana-doctor\/\"><span style=\"font-weight: 400;\">Online medical marijuana evaluations<\/span><\/a><span style=\"font-weight: 400;\"> get booked relatively quickly, with no long periods of waiting around for the appointment to come (another major bonus).<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><b>What\u2019s Different in 2025<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Telehealth medical marijuana laws keep changing, even in 2025. Some states continue expansion of their programs, making them more accessible to more patients, while others restrict and undo progress for medical marijuana access.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">The classification of cannabis as a <\/span><a href=\"https:\/\/www.dea.gov\/drug-information\/drug-scheduling\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">federally illegal Schedule I drug<\/span><\/a><span style=\"font-weight: 400;\"> continues to clash with the sovereignty of states to develop and institute their medical marijuana programs in the ways that they see fit. This factor alone still makes it difficult for patients in 2025 to access compassionate care, depending on the state in which they reside.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Many states still require in-person consultations, while others, like Hawaii, <\/span><a href=\"https:\/\/governor.hawaii.gov\/newsroom\/office-of-the-governor-news-release-gov-green-releases-intent-to-veto-list\/#:~:text=authorizes%20the%20establishment%20of%20a%20provider%2Dpatient%20relationship%20via%20telehealth\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">refuse to permit the idea<\/span><\/a><span style=\"font-weight: 400;\"> of allowing online medical marijuana evaluations within their borders. The medical marijuana industry still shows no signs of letting up (regardless of any pushback), with sales expected to reach <\/span><a href=\"https:\/\/www.veriheal.com\/intelligence\/cannabis-industry-statistics\/#:~:text=the%20US%20are-,expected%20to%20reach%20%2415.6%20billion,-by%202026.\"><span style=\"font-weight: 400;\">$15.6 billion by 2026<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<h2><b>State-by-State Telehealth Rules for MMJ in 2025<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">There are still, somehow, only a select group of states nationwide that let patients utilize the convenience of a telehealth medical marijuana appointment. Let\u2019s take a look at each one\u2019s medical marijuana telehealth rules in 2025.\u00a0<\/span><\/p>\n<h3><b>Alaska<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Alaska allows patients to get a mandatory authorization from a healthcare provider licensed in the state via telemedicine, but <\/span><a href=\"https:\/\/www.commerce.alaska.gov\/web\/cbpl\/TelehealthInformation#:~:text=created%20a%20renewal%20requirement\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">only for renewals<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<h3><b>Arkansas<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Online m<\/span><a href=\"https:\/\/healthy.arkansas.gov\/programs-services\/data-statistics-registries\/medical-marijuana\/faqs\/#:~:text=medical%20marijuana%20recertification\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">edical marijuana certifications<\/span><\/a><span style=\"font-weight: 400;\"> are only allowable for renewals, according to the official state of Arkansas website.<\/span><\/p>\n<h3><b>Arizona\u00a0<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Physicians licensed in Arizona can examine and diagnose patients as qualified online as per <\/span><a href=\"https:\/\/www.azleg.gov\/legtext\/53leg\/1r\/bills\/sb1319p.htm\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">SB-1319, passed in 2017<\/span><\/a><span style=\"font-weight: 400;\">. Arizona also permits telemedicine medical marijuana renewals.\u00a0<\/span><\/p>\n<h3><b>California<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The medical board of California requires <\/span><a href=\"https:\/\/www.mbc.ca.gov\/Resources\/Medical-Resources\/telehealth.aspx#:~:text=verbal%20and%20written%20informed%20consent\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">verbal and written consent <\/span><\/a><span style=\"font-weight: 400;\">from patients before they participate in a telemedicine appointment for providing a written recommendation for a qualifying medical marijuana condition. Medical patients must see a practitioner in person for all things medical card-related\u2014<\/span><a href=\"https:\/\/cdphe.colorado.gov\/medical-marijuana-registry-providers#:~:text=medical%20marijuana%20via%20telemedicine%20are%20prohibited\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">telehealth is no longer allowed<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<h3><b>Connecticut<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Physicians, physician assistants, and advanced registered nurse practitioners in Connecticut are <\/span><a href=\"https:\/\/portal.ct.gov\/dcp\/medical-marijuana-program\/physician_pa_aprn_requirements-and-eligibility\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">permitted to utilize teleservices<\/span><\/a><span style=\"font-weight: 400;\"> to issue a written certification to a qualified patient, as well as any care afterward. <\/span><a href=\"https:\/\/cga.ct.gov\/2023\/ACT\/PA\/PDF\/2023PA-00052-R00HB-06768-PA.PDF\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">HB-6768 codified these rules<\/span><\/a><span style=\"font-weight: 400;\"> into state law in 2023.\u00a0<\/span><\/p>\n<h3><b>Delaware<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Delaware made telehealth appointments into law courtesy of the <\/span><a href=\"https:\/\/legis.delaware.gov\/json\/BillDetail\/GenerateHtmlDocument?legislationId=58579&amp;legislationTypeId=1&amp;docTypeId=2&amp;legislationName=HB160\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Telehealth Access Preservation and Modernization Act of 2021<\/span><\/a><span style=\"font-weight: 400;\">. This law allows qualifying evaluations via telehealth appointments.<\/span><\/p>\n<h3><b>Florida<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">According to the <\/span><a href=\"https:\/\/knowthefactsmmj.com\/physicians\/physicians-faq\/#:~:text=may%20only%20issue%20an%20initial%20certification\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Office of Medical Marijuana Use<\/span><\/a><span style=\"font-weight: 400;\">\u2014the governing body of Florida\u2019s program\u2014 telehealth may only be used for recertifications and not the initial visit to determine eligibility. Patients who change qualified physicians must also do an in-person visit again instead of telemedicine.\u00a0<\/span><\/p>\n<h3><b>Georgia<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The state of Georgia has a strict <\/span><a href=\"https:\/\/www.dea.gov\/drug-information\/drug-scheduling\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">cannabidiol (CBD), low-tetrahydrocannabinol (THC) program<\/span><\/a><span style=\"font-weight: 400;\">. This program considers conducting a telehealth appointment without a prior in-person physical examination to be \u201cunprofessional.\u201d Telemedicine is, however, available for subsequent visits.\u00a0<\/span><\/p>\n<h3><b>Illinois<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Illinois state law first requires an <\/span><a href=\"https:\/\/www.ilga.gov\/Legislation\/ILCS\/Articles?ActID=3503&amp;ChapterID=35#:~:text=by%20this%20Act-,may,not%20be%20performed%20by%20remote%20means,-%2C%20including%20telemedicine.\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">in-person physical examination<\/span><\/a><span style=\"font-weight: 400;\"> for any prospective medical marijuana patient before their card is issued. Telehealth recertification renewals or follow-ups take place after the initial visit. The state exempts veterans from an initial in-person visit, allowing them telehealth access right off the bat.\u00a0<\/span><\/p>\n<h3><b>Iowa<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Iowa\u2019s very restrictive medical marijuana program allows for online medical marijuana evaluations for its CBD-based, low THC program, despite legislative efforts <\/span><a href=\"https:\/\/www.desmoinesregister.com\/story\/news\/health\/2024\/01\/29\/iowa-medical-marijuana-pot-weed-program-wants-more-oversight-on-telehealth-providers\/72350980007\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">to increase oversight<\/span><\/a><span style=\"font-weight: 400;\"> on the online medical marijuana evaluation process.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>Louisiana<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Certified clinicians in Louisiana can recommend \u201ctherapeutic marijuana through telehealth\u201d <\/span><a href=\"https:\/\/www.legis.la.gov\/Legis\/Law.aspx?d=96986#:~:text=recommending%20therapeutic%20marijuana%20through%20telehealth\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">per state law<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<h3><b>Maine<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/legislature.maine.gov\/statutes\/22\/title22ch558-C.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Maine Medical Use of Cannabis Act<\/span><\/a><span style=\"font-weight: 400;\"> allows providers to grant initial and follow-up written certifications for medical marijuana via a telehealth MMJ evaluation.\u00a0<\/span><\/p>\n<h3><b>Maryland<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The state of Maryland considers an already existing medical provider\u2013patient relationship as a \u201c<\/span><a href=\"https:\/\/cannabis.maryland.gov\/pages\/physicians.aspx#:~:text=bona%20fide%20relationship\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">bona fide relationship<\/span><\/a><span style=\"font-weight: 400;\">\u201d that can utilize online medical marijuana evaluations for any visit, including the initial certification. The state rules surrounding telehealth also permit phone calls as an alternative to video.\u00a0<\/span><\/p>\n<h3><b>Massachusetts<\/b><\/h3>\n<p><a href=\"https:\/\/masscannabiscontrol.com\/wp-content\/uploads\/2025\/05\/General-Waiver-Request-Form.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">A waiver must be completed<\/span><\/a><span style=\"font-weight: 400;\"> by Massachusetts health providers wishing to utilize telehealth. Once a health provider gets authorized, they can use <\/span><a href=\"https:\/\/masscannabiscontrol.com\/2023\/02\/reissued-order-allowing-for-telehealth-consultations-for-patients-february2023\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">telehealth for medical marijuana evaluations<\/span><\/a><span style=\"font-weight: 400;\">, including initial patient certifications.\u00a0<\/span><\/p>\n<h3><b>Minnesota<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Minnesota Executive Order 20-26 is still in effect in Minnesota. The order from Governor Tim Walz authorizes patient allowance for foregoing an in-person visit and use of \u201c<\/span><a href=\"https:\/\/www.house.mn.gov\/hrd\/pubs\/telemed.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">videoconference, telephone, or other remote means<\/span><\/a><span style=\"font-weight: 400;\">\u201d for the initial certification and state-mandated follow-up consultation.\u00a0\u00a0\u00a0\u00a0<\/span><\/p>\n<h3><b>Missouri<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Initial certifications and any necessary follow-up appointments for patients in Missouri seeking a telehealth medical marijuana appointment <\/span><a href=\"https:\/\/health.mo.gov\/safety\/cannabis\/faqs-patient.php#:~:text=may%20certify%20patients%20through%20telemedicine\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">are allowable by state law<\/span><\/a><span style=\"font-weight: 400;\">. Physicians can perform an online medical marijuana evaluation, provided all certification questions are answered without the need for an in-person visit.\u00a0<\/span><\/p>\n<h3><b>Montana<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Patients must have a previously established patient\u2013provider relationship before any telehealth appointments take place, <\/span><a href=\"https:\/\/archive.legmt.gov\/bills\/2023\/BillHtml\/SB0546.htm\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">according to Montana state law<\/span><\/a><span style=\"font-weight: 400;\">. The initial evaluation, whereby the provider issues a written certification, is no longer done through a telehealth visit. Online medical marijuana evaluations and certifications are fully <\/span><a href=\"https:\/\/nevadastatecannabis.org\/medical#:~:text=obtain%20medical%20marijuana%20recommendations%20via%20telemedicine\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">allowable by law<\/span><\/a><span style=\"font-weight: 400;\"> in Nevada<\/span><\/p>\n<h3><b>New Hampshire<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">State law in New Hampshire mandates that the initial in-person examination of a potential medical marijuana patient for a written certification can\u2019t be conducted through telemedicine. Follow-up visits and recertifications may use online telemedicine services.\u00a0<\/span><\/p>\n<h3><b>New Jersey<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The State of New Jersey\u2019s medical cannabis health providers&#8217; <\/span><a href=\"https:\/\/www.nj.gov\/cannabis\/medicinalcannabis\/health-care-providers\/#:~:text=may%20use%20telemedicine\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">frequently asked questions page<\/span><\/a><span style=\"font-weight: 400;\"> confirms that providers \u201cmay use telemedicine to conduct an evaluation, to make a diagnosis, and to manage the treatment of their patients\u2019 qualifying condition(s).\u201d<\/span><\/p>\n<h3><b>New York<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Prospective <\/span><a href=\"https:\/\/cannabis.ny.gov\/patients#:~:text=via%20in%2Dperson%20or%20telehealth\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">patients in New York State<\/span><\/a><span style=\"font-weight: 400;\"> can become certified patients via a telemedicine medical marijuana evaluation.
