But what exactly are Schedule 1 drugs, and why would cannabis move from one category to another? Let\u2019s take a closer look.\u00a0<\/span><\/p>\n<h2><b>Drug Scheduling Overview<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Under the <\/span><a href=\"https:\/\/www.dea.gov\/drug-information\/csa\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Controlled Substances Act<\/span><\/a><span style=\"font-weight: 400;\">, the United States Drug Enforcement Administration (DEA) classifies all regulated substances into one of five different categories. The classification of each drug, substance, or chemical depends on its acceptable medical uses and abuse potential.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to the DEA, the <\/span><a href=\"https:\/\/www.dea.gov\/drug-information\/csa#:~:text=In%20determining%20into,under%20this%20subchapter.\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">following factors influence classifications<\/span><\/a><span style=\"font-weight: 400;\">:<\/span><\/p>\n<p><span style=\"font-weight: 400;\">(1) Its actual or relative potential for abuse.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">(2) Scientific evidence of its pharmacological effect, if known.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">(3) The state of current scientific knowledge regarding the drug or other substance.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">(4) Its history and current pattern of abuse.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">(5) The scope, duration, and significance of abuse.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">(6) What, if any, risk there is to public health.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">(7) Its psychic or physiological dependence liability.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">(8) Whether the substance is an immediate precursor of a substance already controlled under this subchapter.<\/span><\/p>\n<h2><strong>Common Drugs in Each Class: Schedules I-V<\/strong><\/h2>\n<p><img decoding=\"async\" class=\"aligncenter  wp-image-40966\" src=\"https:\/\/www.veriheal.com\/blog\/wp-content\/uploads\/2026\/02\/what-are-schedule-1-drugs-2.png\" alt=\"schedule 1 drugs syringe and pills\" width=\"752\" height=\"501\" srcset=\"https:\/\/www.veriheal.com\/blog\/wp-content\/uploads\/2026\/02\/what-are-schedule-1-drugs-2.png 1200w, https:\/\/www.veriheal.com\/blog\/wp-content\/uploads\/2026\/02\/what-are-schedule-1-drugs-2-300x200.png 300w, https:\/\/www.veriheal.com\/blog\/wp-content\/uploads\/2026\/02\/what-are-schedule-1-drugs-2-1024x683.png 1024w, https:\/\/www.veriheal.com\/blog\/wp-content\/uploads\/2026\/02\/what-are-schedule-1-drugs-2-768x512.png 768w\" sizes=\"(max-width: 752px) 100vw, 752px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">Here\u2019s a quick overview of each drug class and the substances that <\/span><a href=\"https:\/\/www.rosalindfranklin.edu\/research\/research-support-offices\/environmental-health-and-safety\/controlled-substances\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">fall under them<\/span><\/a><span style=\"font-weight: 400;\">:<\/span><\/p>\n<h3><strong>Schedule 1<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">The DEA considers Schedule I substances to have no accepted medical use and a high abuse potential. Common examples of Schedule 1 substances include heroin, lysergic acid diethylamide (LSD), cannabis (we\u2019ll talk more about this later), ecstasy, methaqualone, and peyote.\u00a0<\/span><\/p>\n<h3><strong>Schedule II<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">Schedule II substances carry a high risk of abuse and can cause severe psychological or physical dependence. Oxycodone, amphetamines (i.e., Adderall), methylphenidate (i.e., Ritalin), methamphetamine, methadone, and cocaine are all common examples of Schedule II substances.\u00a0<\/span><\/p>\n<h3><strong>Schedule III<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">Substances that the DEA considers to have moderate to low potential for physical and psychological dependence fall under Schedule III. These include ketamine, anabolic steroids, and testosterone, among others.\u00a0<\/span><\/p>\n<h3><strong>Schedule IV<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">Schedule IV drugs refer to those with low potential for abuse and low risk of\u00a0<\/span><span style=\"font-weight: 400;\">dependence. Common examples include alprazolam (i.e., Xanax), diazepam (i.e., Valium), lorazepam (i.e., Ativan), and zolpidem (i.e., Ambien).\u00a0<\/span><\/p>\n<h3><strong>Schedule V<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">Schedule V substances have a lower potential for abuse than Schedule IV drugs and typically contain only limited quantities of narcotics. Typically used to alleviate diarrhea, coughs, or pain, these include cough medicines with less than 200 milligrams of codeine per 100 milliliters, pregabalin (i.e., Lyrica), and attapulgite (i.e., Parapectolin), among others.\u00a0<\/span><\/p>\n<h2><strong>Why Is Cannabis a Schedule 1 Drug?<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Under the 1970 Controlled Substances Act, all regulated drugs fall into one of five classifications. According to the DEA, anything classified as Schedule I lacks any potential for medical use and poses a high risk of abuse and dependence.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">You may look at some of the <\/span><a href=\"https:\/\/www.deadiversion.usdoj.gov\/schedules\/orangebook\/c_cs_alpha.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">drugs on the list<\/span><\/a><span style=\"font-weight: 400;\"> and see why they\u2019re classified as such. For example, heroin is a <\/span><a href=\"https:\/\/nida.nih.gov\/publications\/research-reports\/heroin\/overview#:~:text=Heroin%20is%20a%20highly%20addictive%20opioid%20drug%2C\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">highly addictive drug<\/span><\/a><span style=\"font-weight: 400;\"> that can lead to devastating personal and societal impacts. But then there are some drugs on the list that feel out of place. Most notably, cannabis.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While scientists and researchers may have the most knowledge about the risks and benefits of certain drugs, the scheduling process comes down to decisions from two federal agencies: the DEA and the Food and Drug Administration (FDA). Drug classifications <\/span><a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/20148796\/#:~:text=Governments%20currently%20classify,socially%20beneficial%20purpose.\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">are used<\/span><\/a><span style=\"font-weight: 400;\"> to guide courts in offender sentences, to prioritize targets of prevention measures, and to educate the public about risks.\u00a0<\/span><\/p>\n<p><img decoding=\"async\" class=\"aligncenter  wp-image-40967\" src=\"https:\/\/www.veriheal.com\/blog\/wp-content\/uploads\/2026\/02\/what-are-schedule-1-drugs-1.png\" alt=\"cannabis in a pill bottle\" width=\"840\" height=\"560\" srcset=\"https:\/\/www.veriheal.com\/blog\/wp-content\/uploads\/2026\/02\/what-are-schedule-1-drugs-1.png 1200w, https:\/\/www.veriheal.com\/blog\/wp-content\/uploads\/2026\/02\/what-are-schedule-1-drugs-1-300x200.png 300w, https:\/\/www.veriheal.com\/blog\/wp-content\/uploads\/2026\/02\/what-are-schedule-1-drugs-1-1024x683.png 1024w, https:\/\/www.veriheal.com\/blog\/wp-content\/uploads\/2026\/02\/what-are-schedule-1-drugs-1-768x512.png 768w\" sizes=\"(max-width: 840px) 100vw, 840px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">Some have proposed that <\/span><a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/20148796\/#:~:text=It%20has%20been%20proposed%20that%20classification%20should%20be%20conducted%20by%20scientists%20and%20drug%20experts%20rather%20than%20by%20politicians%2C%20so%20that%20it%20will%20reflect%20only%20accurate%20factual%20knowledge%20of%20drug%20effects%20and%20risks%20rather%20than%20political%20biases\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">scientists and drug experts<\/span><\/a><span style=\"font-weight: 400;\"> should classify substances based on fact rather than political bias. Even if this idea were implemented, it would be impossible to fully pull off because part of the rank-ordering system involves making value judgments on the severity of potential harm. These judgments require subjective thought along with legitimate, unbiased expertise, not just scientific facts or avoiding political appointments of so-called \u201cexperts\u201d as puppets.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">You might notice that the Controlled Substances Act was launched under Nixon\u2019s administration. The former president ran a <\/span><a href=\"https:\/\/www.veriheal.com\/blog\/the-rise-of-anti-legalization-efforts\/#:~:text=The%20Nixon%20administration%20took%20the%20racially%2Dcharged%20propaganda%20behind%20cannabis%20prohibition%20even%20further%20by%20unofficially%20beginning%20the%20%E2%80%9CWar%20on%20Drugs%E2%80%9D%20in%201971.%20Cannabis%20was%20classified%20as%20a%20Schedule%20I%20drug%20along%20with%20heroin%20and%20meth%20in%20the%20Controlled%20Substances%20Act.\"><span style=\"font-weight: 400;\">racially-charged propaganda campaign<\/span><\/a><span style=\"font-weight: 400;\"> against cannabis, which landed the substance in the same danger category as heroin. Since his presidency, an audio recording of Nixon saying he knew that \u201ccannabis is not particularly dangerous\u201d and used the law to counter the voices of anti-war hippies, minorities, and pro-Civil Rights activists.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">So here we are today in 2026, with the <\/span><a href=\"https:\/\/www.ncsl.org\/health\/state-medical-cannabis-laws?utm_source=chatgpt.com#:~:text=Forty%20states%2C%20three%20territories%20and%20the%20District%20of%20Columbia%20allow%20the%20medical%20use%20of%20cannabis%20products%20as%20of%20June%2026%2C%202025.%20See%20Table%201%20below%20for%20additional%20information.%20%C2%A0\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">majority of U.S. states<\/span><\/a><span style=\"font-weight: 400;\"> providing some form of access to <\/span><b>medical<\/b><span style=\"font-weight: 400;\"> cannabis, while the federal government maintains the plant\u2019s classification as having no accepted medical uses.\u00a0<\/span><\/p>\n<h2><b>Will the Government Reschedule Cannabis?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/www.pewresearch.org\/short-reads\/2025\/07\/08\/facts-about-marijuana\/#:~:text=The%20vast%20majority%20of%20Americans%20support%20legalizing%20marijuana%20in%20some%20way%2C%20according%20to%20a%20January%2DFebruary%202025%20Center%20survey.%20Around%20nine%2Din%2Dten%20U.S.%20adults%20say%20either%20that%20marijuana%20should%20be%20legal%20for%20medical%20and%20recreational%20use%20(54%25)%20or%20that%20it%20should%20be%20legal%20for%20medical%20use%20only%20(33%25).\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">vast majority of Americans<\/span><\/a><span style=\"font-weight: 400;\"> think cannabis should be legal in some form, whether for medical purposes only or for medical and recreational use. Between this and the fact that the majority of the states offer some form of medical marijuana, it\u2019s clear that medical cannabis uses are generally accepted by the public.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Before former President Joe Biden left office, he signaled that there may be a change coming to the classification of cannabis. While nothing played out under his administration, Trump has also made comments and even <\/span><a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/12\/increasing-medical-marijuana-and-cannabidiol-research\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">issued an executive order<\/span><\/a><span style=\"font-weight: 400;\"> to expedite rescheduling, indicating that his administration may eventually change the plant\u2019s classification. So far, nothing has come to fruition.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If the government does reschedule cannabis from a Schedule I to a Schedule III controlled substance, we could see certain <\/span><a href=\"https:\/\/www.congress.gov\/crs_external_products\/LSB\/PDF\/LSB11105\/LSB11105.3.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">regulatory burdens eased. <\/span><\/a><span style=\"font-weight: 400;\">One of the biggest perks would be the ability for researchers to more easily obtain and study the plant, allowing the scientific community to better understand its medical potential.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Cannabis reform and rescheduling have long been an important political talking point. But so far, it\u2019s never gone further than just that.
